bitlbee-plugin-otr software package provides An IRC to other chat networks gateway (OTR plugin), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install bitlbee-plugin-otr
bitlbee-plugin-otr is installed in your system.
Make ensure the bitlbee-plugin-otr package were installed using the commands given below,
$ sudo dpkg-query -l | grep bitlbee-plugin-otr *
You will get with bitlbee-plugin-otr package name, version, architecture and description in a table
